Council refusal for car park and community garden appealed

A County Roscommon school is seeking to overturn a planning refusal to build a car park and a community garden.

The Board of Management of Glanduff NS has appealed Roscommon County Council's refusal for the development at Carnagh West, Kiltoom to An Coimisiún Pleanála, formerly An Bord Pleanála. A decision is expected by November 27th 2025.

In October 2024, the school sought permission from the local authority to build a new entrance from the public road, a car park, and a community garden.

The council subsequently requested and received further information on the development, and a decision was made on June 30th.

The council said it was not satisfied “that it has been satisfactorily demonstrated that the proposed car parking facilities can operate safely and efficiently and facilitate safe vehicular and active travel movement within the proposed car park, and in addition safe active travel movement between the proposed car park and other school facilities on the opposite side of the public road”.

It added that the proposed development “which will dramatically alter mobility arrangements associated with the school....has the potential to endanger public safety by reason of a traffic hazard and obstruction of road users”.
