Herald Opinion: How can a country famous for rain end up rationing water?
The whole country is now under a hosepipe ban.
If you had predicted a nationwide hosepipe ban a month ago, you would have been laughed out of the room. This is, after all, Ireland. We joke that summer falls on a Tuesday. Tourists pack waterproofs, not sun cream. Yet, after just a few weeks of dry weather, one of Europe’s wettest nations is facing water rationing.
How can a country famous for rain end up rationing water?
The easy answer is that climate change is shifting our seasons. Rain no longer falls when or where we need it, and long dry spells are increasingly punctuated by heavy downpours that wash straight into the sea rather than soaking the ground.
Climate is only part of the story. Demand for water has also changed dramatically. According to the Water Forum, a single data centre can consume between 500,000 and five million litres of water a day at times of peak demand. If we are imposing hosepipe bans, then clearly our water infrastructure is struggling to meet demand. Any decision to expand water-intensive industries, including data centres, must go hand-in-hand with investment in the infrastructure needed to support them.
Climate change may have lit the fuse, but it didn't create the bomb. Ireland's population has grown by well over a million people in the past three decades. Every new housing estate, school, hospital and business has increased demand for treated water. Growth is welcome, but the infrastructure needed to support it has not kept pace. Water networks built for a much smaller country are now expected to serve a very different Ireland. Blaming the weather or big tech ignores a much more uncomfortable truth: this crisis is largely self-inflicted, born of decades of underinvestment and a fundamental failure in how we value our most precious resource.
First, consider the staggering waste beneath our feet. Thousands of kilometres of ageing, crumbling water mains snake beneath the country. Every day, millions of litres of treated drinking water disappear underground through leaks before they ever reach a kitchen tap.
Almost 40 per cent of treated drinking water is still lost through leaks before reaching consumers, far higher than in many comparable European countries. We have spent years debating water charges while allowing the real issue—our ageing infrastructure—to deteriorate beneath our feet.
Then there is our failure to plan for the future. Why has Ireland never seriously addressed large-scale water storage? In many parts of the world, massive artificial reservoirs double as community hubs. They host sailing, fishing, and wildlife sanctuaries, all while holding a strategic reserve that quietly feeds water treatment plants. Instead, our bowl-shaped topography and a historical dread of compulsory land purchases have left us with dangerously low storage capacity. We live hand-to-mouth, entirely dependent on immediate rainfall.
Large reservoirs are not simply about storing water for dry spells. They provide resilience when treatment plants need maintenance, rivers run low or demand suddenly spikes. Countries with similar climates have invested in strategic storage for decades. In Ireland, projects have often become bogged down in planning disputes, environmental concerns and political reluctance to acquire land. The result is that we continue to rely on yesterday's infrastructure to meet tomorrow's demand.
But the most absurd failure of all happens inside our own homes.
Every time you flush the toilet, you are washing expensive, highly treated, chemically purified drinking water straight into the sewer. Think of the energy, the chemicals, and the public money required to make that water safe to drink—only for a third of it to be used to flush waste.
Across the world, new homes are increasingly built with rainwater harvesting systems that supply toilets, washing machines and gardens, reducing demand for treated drinking water.
It wasn't always like this. Many rural Irish homes once harvested rainwater into concrete tanks for washing, while shallow wells supplied drinking water. As we centralised our infrastructure, we abandoned this common sense. We built a single-pipe system that delivers drinking-quality water to every tap, toilet and garden hose, and now wonder why the system collapses the moment the sun comes out.
If Ireland wants to support a growing population and attract water-heavy industries, our water infrastructure must keep pace. We need to mandate rainwater harvesting in new builds, invest heavily in plugging the leaks, and rethink large-scale storage.
Until we stop flushing perfectly good drinking water down the toilet, we cannot be surprised when the taps begin to run dry.
